Policy Revisions Effective with DLC Technical Requirements V4.4

The DLC has issued minor policy revisions to clarify definitions that delineate the differences between “Integrated-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires” and “Linear-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires” for product qualification eligibility. There are no other changes to the Technical Requirements for these retrofit products.

Additionally, Primary Use Designation (PUD) names have been revised for UL Type B and Type C within Linear Replacement Lamps, Mogul Screw-Base (E39) Replacements for HID Lamps and 2G11 Lamps to reduce confusion with Retrofit Kit Category products. There are no changes to Technical Requirements or eligibility for these lamps.

These policy revisions will go into effect with Technical Requirements V4.4.

Troffer Retrofit Kit Eligibility Definition Revision

The existing eligibility definitions for “Integrated-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires for Ambient Lighting of Interior Commercial Spaces” and “Linear-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires for Ambient Lighting of Interior Commercial Spaces” are being clarified to remove subjectivity regarding the intended products for these General Applications. This revision will provide differentiation between fully integrated “volumetric” type LED retrofits for troffers that typically include an entirely new door/face, and Linear-Style retrofits that are made up of smaller components including
linear strips, plates, drivers and other components that are installed into an existing troffer housing.

Existing Definitions:
• Integrated-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires for Ambient Lighting of Interior Commercial Spaces. Troffer retrofit kits that replace all reflectors and optical systems of the existing luminaire, effectively creating a completely new luminaire.
• Linear-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires for Ambient Lighting of Interior Commercial Spaces. Tube-shaped or strip-style retrofit kits for troffers. Products in this category do not replace the optical systems of the existing luminaire, and leave the basic form of the existing luminaire intact

Revised Definitions:
To clarify the intent of these retrofit products, the DLC is revising the definition for Integrated-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires to the following:
• Integrated-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires for Ambient Lighting of Interior Commercial Spaces. Retrofit systems which replace the entire optical systems of the existing luminaire and fully integrate a replacement light source, optics, and reflective panel, where the panel connects with the fixture housing front along two opposing sides or more and when installed, fully conceals the interior of the existing housing. These retrofit kits may not employ existing lamp holders or “pin” bases, and retrofit kits that have exposed LEDs, tube style lenses, or bar-style components are not eligible. Additionally, a clarification is being added to more clearly differentiate Linear-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires from Linear Replacement Lamps. The revised definition is as follows:
• Linear-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires Linear-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires: Tube-shaped or strip-style retrofit kits for troffers. Products in this category typically do not replace the optical systems/lenses of the existing luminaire, and leave the basic form of the existing luminaire intact or exposed. These retrofit kits may not employ existing lamp holders or “pin” bases. This is an eligibility definition revision and will not have an impact on how products are listed or searched for on the QPL. Products currently listed as Integrated-Style Retrofit Kits for 2×2, 1×4, and 2×4 Luminaires that do not meet the revised definition must be updated prior to the implementation of Technical Requirements V5.0, or may be delisted if it is discovered that they do not meet the definition.

Replacement Lamp Primary Use Names Revision –Type B & C Lamps

The DLC has specific Primary Use Designation (PUD) names that appear in Table 3 of the DLC Technical Requirements for the LED Replacement Lamps Category, which includes General Application types for: Linear Replacement Lamps, Mogul Screw-Base (E39) Replacements for HID Lamps, and Four Pin-Base Replacement lamps for CFLs. Each of these General Applications include PUDs with one of four designations for UL Type (A, B, C, and Type A and Type B). This designation reference to UL type is derived from UL 1993, 4th edition, 2012-12-04 Section SA6.13.1. The similarity in naming of the PUDs for Linear Replacement Lamps (specifically for “Internal Driver/Line Voltage Lamp-Style Retrofit Kits (UL Type B)”, and “External Driver Lamp-Style Retrofit Kits (UL Type C)”) has proven to be confusing for users of the DLC QPL because there is a separate, unrelated Retrofit Kits Category that includes retrofits for Troffers and Linear Ambient Luminaires. These have different intended uses and often have different incentives from efficiency programs. Revised Primary Use Designation Names:
The DLC will rename all Replacement Lamp PUDs currently designated as:
• “Internal Driver/Line Voltage Lamp-Style Retrofit Kits (UL Type B)”

• “External Driver Lamp-Style Retrofit Kits (UL Type C)” with revised PUD names that eliminate “retrofit kits” from the name:
• “Internal Driver/Line Voltage (UL Type B) Lamps”
• “External Driver (UL Type C) Lamps” This name change will be reflected in Technical Requirements V4.4, Table 3, as well as in the search criteria and information displayed for Lamp Category Primary Use Designations. No additional eligibility or testing requirements are being revised at this time.
